When European settlers first arrived in Delaware in the 1600s, they encountered the native Lenape people. These lands still carry the presence of those first peoples and Delaware became a unique combination of cultures. Dover, named after the English port town, still reflects this combination. Established in 1683, Dover is one of the oldest cities in the United States. William Penn strategically planned the layout of this historical city. In 1717, his efforts came to life with the town centered around the heart. This heart was called The Dover Green, or The Green for short. It is a section of the First State Heritage Park and the First State National Historical Park.
The first courthouse was established on The Dover Green between 1687 and 1689. This building allowed the town to flourish. By 1742, over 5,000 people resided in the county, but by 1750, 20-25% of the population was enslaved. Work, weekly markets, public punishments, and more were all held around the Green.
On July 29, 1776, the Declaration of Independence was read aloud for the first time on the courthouse steps. Dover and The Green were critical components of the Revolutionary War. This historic city also bears witness to the Civil War as well as other significant events such as the trial of an Underground Railroad conductor, Samuel Burris.
