The McCall area was first inhabited by the Tukudeka, Nez Pierce, and Shoshone indigenous groups. They stayed nearby during the warm summers and migrated away in the winter. French Canadian fur trappers moved through the area in the early 19th century. A few decades later in the 1860s, miners established a small settlement before moving to Warren. Finally, in 1889, Thomas and Louis McCall established the settlement of McCall. They gave Sam Dever, who had squatter's rights in the area, a team of horses in exchange for 160 acres of land and a cabin. The McCall family began living in this cabin on the shores of Payette Lake and slowly began to build the town.
Thomas McCall established a hotel, school, and post office in the following years. As the town slowly grew, recreational boat rides began to be offered around the lake. Tourism became a key part of McCall's success in the early 20th century. The town steadily shifted its focus from the lumber industry to tourism because of its beautiful location and resort opportunities.
