Burnsville sits about 15 miles south of Minneapolis on a bluff overlooking the Minnesota River. The original inhabitants of the Burnsville area were the people of the Native American Mdewakanton Dakota tribe. Black Dog Lake in Burnsville is named for the chief who established his tribe in the area, Chief Black Dog. In 1851, the Dakota ceded the land to the United States government, and the town was first founded as Byrnsville Township in 1858. The spelling of the town's name remained ambiguous until the 1960s when the town was incorporated as the City of Burnsville. Before being incorporated as a city, Burnsville served as a vacation town, mostly for the nearby Minneapolis.

The population of Burnsville expanded rapidly throughout the 1950s and continued steadily after that. The mass development of the post-WWII era led to Burnsville becoming known as a shopping and retail destination.
