Warren is the headquarters of Ohio's Trumbull County. Ephraim Quinby founded the town in 1801, and its town's surveyor Moses Warren is remembered by the community's name. In 1846 approximately 1,600 people were living in Warren. The city had one bank, one woolen factory, two flour mills, twenty stores, three newspaper offices, and five churches that same year.
